OK, the problem is somewhat solved. I modified my db connectivity class and
added the following query right after the connection is established:
set names utf8

Now all data appears in arabic on teh site, database, and phpmyadmin. But
this has the slight disadvantage of needing to run that query after each
connection.
I'm using HTML_QuickForm, most of my select elements already use loadQuery
to populate themselves, and since i'm using load query creates a new
connection, all the data appears in gibberish. But at least, i can modify
those and populate teh list manually. so i guess problem solved.
