i faced a problem like this before and a friend of mine told me that i have
to use mbstring "multiByte string" though that Arabic character set is not
an mbstring but he told me that it worked, and from your attachments its
almost obvious that there is something from the browser that changes the
character set before its being sent to the server through HTTP, try to
re-produce the issue using other browsers like "IE" and see the results, if
it did not work and you found a solution then please feed us back because
something like that is a real headache!
