It is doing something else.

There must be algorithm identifier (string) defined for each HPKE
(mode,kem,kdf,aead) tuple that can be used. That is not an automatic
process.

Then there are two modes, one is well-behaved. The other is very much
less so, as JOSE was really not meant to work that way (the current
spec flat out invokes Undefined Behavior in JWE). 


There is similar draft in COSE WG. Earlier versions did have autoinherit
everything properties, but it was later changed to be similar identifier
mapping (except identifier can be integer or string). That draft only
has one mode that is very well-behaved.
