Both the JOSE and COSE drafts leverage the KEM, KDF, and AEAD algorithms defined in the HPKE IANA registry. HPKE with CBOR ( https://datatracker.ietf.org/doc/draft-ietf-cose-hpke/) is already adopted by the COSE WG. These drafts will not define any ciphersuite (KEM, KDF, AEAD) that is not defined in the HPKE IANA registry.
