First off, I would like to thank the authors, and Mike in particular, for the collaboration in Montreal and the subsequent work to realize the result in the draft.
Generally, I believe the document is in good shape and ready to proceed. I did encounter one terminology issue that caused me some comprehension grief but was thankfully easy to rectify once I understood the intent. I went ahead and did this small PR addressing it: https://github.com/ietf-wg-jose/draft-ietf-jose-hpke-encrypt/pull/92 I do think the PQ[/T] work in PR#91 <https://github.com/ietf-wg-jose/draft-ietf-jose-hpke-encrypt/pull/91> is important but I agree with Mike and Hannes and others that it'd be preferable to not hold up progress on this draft for it.
