I believe this specification is ready for publication, as it effectively incorporates the substantive feedback received during the WGLC. Timely progression is critical, as the adoption of related specifications discussing PQ/T such as draft-reddy-cose-jose-pqc-hybrid-hpke has been stalled pending the completion of this work.
I recommend we move forward with the publication process to clear the dependency and allow the related PQC work to progress.
