Just to confirm: the problem here is that people want to select something and end up accidentally moving it? And the current solution is a delay whereby a move can't start for a certain amount of time after selection? The normal fix for this sort of problem is a "drag threshold", whereby you have to drag an item a certain distance before it will "break free" and start moving. Was this solution considered?
