By a powerful gift that that goes beyond guessing you are obviously capable of (reading). Also, why should you expect that JOSM uses modifier keys at all? I certainly didn't know when first using JOSM, I found out in the wiki. Can you please try if it works fine with U (maybe it's a Java Version/Operating System issue?) and if not, open a bug report.
