Webkit can use the FlashPlayer browser plugin to display Flash animations. I have seen a software that provides a C++ object that uses webkit in combination with the FlashPlayer plugin and some JavaScript to call ActionScript from C++ and vice versa. Maybe something similar could be implemented for JOSM. I cannot promise anything but if I still have access to this software I will try to find out how this can be done.
