Hi Dirk, I believe I understand how to add it now, though I can't do so as a plugin because it then would not be available to the pdfimport plugin.
However a bigger problem I have is that there appears to be a difference in datums between what JOSM uses (WGS 84) and what EPSG:2924 uses (NAD83). I'll have to first figure out how to convert between those.
