Sure it would. Why not?
However a bigger problem I have is that there appears to be a difference in datums between what JOSM uses (WGS 84) and what EPSG:2924 uses (NAD83). I'll have to first figure out how to convert between those.
When you don't need external libraries a patch for core is fine. Otherwise you need to make a plugin.
To make it simpler I added the addProjections() function myself in r3872. I don't understand what is so complicated about this function that 3 people failed to do it, one of them the original maintainer. :-)
