Yes, definitely. We could even make it so that the "main API" (the one
where JOSM will write its changes to) can announce, in its capabilities
response, which "read-only APIs" are available/recommended for reading
data from. I assume that in the long run we'll see the admin team do a
little bit of loadbalancing that way.
