What is the correct procedure for creating
primitives with IDs that do not collide with the OSM DB IDs?

Maybe the quickest way is to open the dataset in JOSM, select all objects with Ctrl+A, copy them with Ctrl+C, create a new dataset with Ctrl+N, and paste the copied objects with Ctrl+V. Then, to all objects should be assigned a new ID.

I tried
making the IDs negative, but this causes an exception.

In principle this should work. Perhaps some references between ways and nodes or relations and other objects got messed up?
