I should have mentioned that this is a JOSM plugin doing the operation. The plugin has created the data set with "DataSet data = new DataSet()” and needs to add primitives with “data.addPrimitive()”. It is the creation of these primitives that I am unclear of & how to maintain IDs that are cross-referenced by other primitives in this new datset.
