Ah, thanks. I even looked into the file headers, but didn't find
anything.
Turns out I looked at the wrong file. The German translations don't
have this notice: https://bazaar.launchpad.net/~openstreetmap/josm/josm
_trans/view/head:/josm/de.po

So are there any objections regarding licensing against moving
translations into the OpenStreetMap organisation? If not, can somebody
add me to the maintainers of a new JOSM project in the OpenStreetMap
organisation on GitHub?

According to the file headers in the translations from Launchpad its
the 
same as JOSM:

  # Simplified Chinese translation for josm
  # Copyright (c) 2009 Rosetta Contributors and Canonical Ltd 2009
  # This file is distributed under the same license as the josm
package.
