That is a known issue with ie6 - select and z-index
you can query google for "ie select z-index" and get tons of
suggestions for how to fix it

one good one is http://www.hedgerwow.com/360/bugs/css-select-free.html
it gives you CSS styles to add to the page - and then a <div> to place
all your content in - including your form and select (combo boxes).
that will keep the select from staying on top of other divs that open.
