Hi, I have the same problem. I used theme roller and only changed the colors of the header. After downloading the zip file, it contains no CSS folder. Other themes like UI-Lightness work fine. I tried versions for 1.6 and 1.7.2.
When I start a new theme and than download the zip, it contains a css folder, but my changes are not in the css. If I then alter the theme an download again, no css folder is included.
