If you are using JRUN 3.0, according to the documentation, ALL requests
first go to the JRUN server. At this point JRUN decides if the request need
only be handled by the webserver, and if so sends the request back to the
webserver for processing. The assumption is that no request will be
processed without JRUN running.

I would suggest one more step. Try dropping one html file in the
default directory of IIS and see if that comes up ok. This will test
if IIS is ok.
