Got it...when I created the server, it created a blank web.xml file for some
reason. I just copied another default web.xml over. Works now.

I'll bite. It's got to be a document root element of one of your XML
deployment
descriptors, probably web.xml for one of your web-apps. It may be an
unmatched
<web-app> element, or a missing one. That's my best guess.
