Thanks to Scott and Alpesh. I had JDK 1.3.1, but didn't know about the -Xrs argument.
Since I'm using global-level security right now (users.properties), I added the
argument in the global.properties file and it worked like a charm.

They had the latest notes about 1.3.1 at the bottom.
