Well looking into the issue a little further and how other open source 
communications libraries address this (e.g. Apache Commons Net), one would 
require an SSH server accessible to all involved in the JSCH development or 
embed a server in the unit tests.
I would lean towards the later solution to be able to control the state of the 
server.
Problem is...the only open source java SSH server I know (I'll risk mention it 
on this 
list) is SSHTools/J2SSH which is using the GPL. I am not an OSS license expert, 
would 
this be an issue?

Other types of use cases, to do with configuration and exception handling 
probably don't require these dependencies.
