Using another JCE provider like Bouncy Castle does seem to resolve the
issue.  I have not spent all that much time with JCA/JCE, so I never
even thought of this.  I did exactly as you suggested, and have been
running the test class in a shell loop every 3 seconds on machine B.
I have not seen the symptoms appear even once.

If I understand this correctly, this would imply that a bug (if
present) is more within the default Sun JCE provider.  I hear you loud
and clear - the shortest path for resolving my application issue is
using a new provider.
