As far as I know there are two DOM methods available to access the
doctype.

1) document.doctype
2) document.childNodes[0], or document.childNodes[1] if there is a
preceding <?xml declaration

While both methods appear to be cross browser they also appear to be
read only.  Furthermore the toSource method returns an empty object.
Any preceding <?xml elements appear to be even more difficult to
access since, at least in Firefox, this node is returned as node type
'comment' so as to disallow further DOM access.  This said, documents
appear to be significantly more secure from unauthorized access if
core definitions are supplied as XML instructions above the doctype.
