I assume the main issue would be if it was possible to invoke standard mode
on a badly structured page (such as a page where the DOCTYPE is missing or
broken). I've had the "pleasure" of working on such a site client-side with
no option to touch the HTML at all. Unfortunately, I didn't find such a
solution either (also - the main excuse for not having one was that the site
was already "working" and such a change would break it, so revoking the
quirks mode would have done more harm than good)...

Another half-baked reason - assume you want to use border-box box-sizing,
being able to invoke quirks mode on IE6-7 would result in a similar behavior
(not that I think this is a good idea - just saying - there's always wierd
ways to answer the why question :) )
