Absolutely agree with all that D! J! X! has said on this. Which components and how they are configured on a system has a direct affect.

You can have the fastest processor and such and still run into bottlenecks with your system. We're talking about every single little detail matters in a system used as a daw. From the bios and how they're setup, to the motherboard and chipset, what other subcomponents are being used witin the motherboard, software settings, ram and it's type and latency, and yes, even who makes your ram. Did you know that a lot of the low-end ram manufacturers overclock ram in order to get the sticks to run at a higher memory? Not all dealers or retail stores tell you this, but it is true. And why does it matter? Because in the creation of audio and video, the machine needs to be able to run in realtime, or as close as you can get to it; thus the problem of overcoming latency. Overclocking introduces ocasional spikes or delays which can lead to problems don the line or drop outs or skipping of audio. Normally the system can make up for this, but it becomes apparent when doing audio work or running multiple processes that keep the computer busy. With off the shelf systems you can sometimes get good if not decent performance, but with others (low-end dells, hp/compaq) systems, things are locked in bios so no optimizing there, they use low-end chipsets, and some overclock certain components to get an apparently faster system. These things all mean problems! Finally, with intel chipsets, in every generation there are few that are overall good for anything, while others are more express/basic sets. You need a system with one of the top of the line chipsets, it depends on your processor/motherboard/generation though, that's when the researching of all this stuff comes in. So this is probably why your system is giving you problems, it doesn't have to be the latest i7 system, or 1 built by nasa for that matter, but it just has to be put together correctly and configured correctly!
