HTML coders do exist, i.e. people who can create clean, well-formatted HTML
but know nothing about programming.  They're kind of the bread and butter
of publishing companies on the web.

Can they handle templates?  Currently, what ends up happening over here is
the HTML people rework the design and we have an engineer go over and
repair the damage they've caused.  This can be pretty significant when
dealing with scripting, but my experience with designers is that they're
fairly comfortable dealing with placeholder tags, but very uncomofortable
(and hence incompetent) when dealing with logical tags (looping, etc.).
I'm hoping that the JSP bean tags will make a lot of that stuff easier for
them.

We'll have to wait and see.
