You might want to check out PageDesigner which is part of WebSphere Studio.
It is a visual JSP editor for the 0.91 and 1.0 JSP specs. The ability to
drag and drop Beans is pretty powerful. It also provides standard HTML
visual editing functions. You can download a copy from
www.software.ibm.com/websphere, then click on "downloads".

As a 'createc' (Graphic Designer and Programmer) I have the need for tools
which
can support JSP.
The only thing I can find at the moment, that can help, is Homesite 4.01
which
supports colour coding
for JSP. Not great, I know... but a start, and a step in the right
direction.
I find myself using Dreamweaver for alot of 'donkey' work, these days, then
ploughing the JSP tags into the source
via more traditional methods... ('monkey work')... I'm sure Dreamweaver
will
support JSP soon, what with Drumbeat
at least showing that Macromedia have their eyes in the right direction...

Hmm.. see above.
I also believe that the future holds an online publishing tool from JSP and
servlets which, using DHTML and Flash Generator
technologies, could make true WYSIWYG design/implementation on the web, a
reality.
