I think that WebSphere Studio (in it's 3.02 version) has come a long way and
is a pretty awesome tool. The doc is poor though, but there are some great
tutorials on their web site. The concept of publishing and publishing
targets is very confusing. I'm not sure how much of it requires that you be
running WebSphere App Server, I've heard different stories. We do use WAS so
that isn't an issue for us.
