I think you'll find that most people don't send attachments.  However, when
these viruses are sent out, the sender is usually unaware that the email
went out.  Fortunately here they filter out most of these viruses before
they reach me and simply send me an email message warning me that a virus
was found in an attachment.

I wouldn't want to see an edict completely banning attachments in email.
Sometimes they are necessary.
