<jsp:include> is a run time include. The contents of the file you are
including, therefore,
should be static (contain no JSP) as, at run time, you are past the jsp
interpretation and compilation.
The primary purpose of this tag is to allow you to dynamically change the
contents of the page displayed
based on some logic. The actual content object itself must not require
further dynamic expansion.
The <%@ include ...> tag is a compile time inline include. This is
interpreted at compile time, and
essentially replaces itself with the contents of the include file. After
all these replacements are made,
the file is compiled to provide a servlet class file. The included files,
therefore, can have jsp code.
