Where do you see this in the 1.1 final spec?  The only reference I find to
<jsp:params> is within the context of a <jsp:plugin> element, in Section 2.13.7.
The descriptions of <jsp:include> (Section 2.13.4) and <jsp:forward> (Section
2.13.5) do not describe it, although they do let you have multiple <jsp:param>
elements.
