Although the "formal" JCP process is new, this process is mostly just
the formalization of "the old process", which some of us have used since
"the (public) beginning of time" ('95-'96). The changes are mostly
formalizing the steps and adding additional auditing assurances. It is
also more open and visible.

Absolutely. Pretty much every vendor already has one, from WebLogic
(did you see their recent annoncement?) to Hans, and my hope - and
expectation - is that they will participate in the expert group and
contribute their experiences. Also some vendors have previous
experiences with similar mechanisms from which we can draw experience.
Also the jakarta-taglibs @ ASF will include a few examples and can be
used to try things out.
