You most certainly can. Tell them to grab their current IP and send it to
you and you can get in there. There are caveats, though:

Some ISPs (mainly corporate) use firewalls. Which means the individual has
an IP inside of the network, but once they travel through the firewall to go
to the internet that IP is replaced by the IP of the Firewall. This way you
cannot send information to an individual computer inside of a network.
