could you use a JavaScript function, called on clicking the submit
button which contains the following lines?
newWin = window.open("license.jsp");
return false;
this should open a new window which displays license.jsp and the
download page won't be loaded until the user presses agree or whatever.
if you want the new window to disappear when agree is pressed, just put
this line: onClick='self.close()' in the tag for the agree button.
