I know you can download the Developers version of DB2 UDB from the IBM
website. I have it now but haven't had a chance to try it out yet.

I have only seen one JDBC driver for Access, and it was a Type 2 driver
that
incorporated MS ADO 2.1. I believe it sold for around $60.00. For a true
internet web site, a Type 2 driver will not cut it. And as other people
have mentioned, Access is not a "strong" enough database to support a true
full blown internet site. Although the comment below regarding J2EE was
"probably" well intentioned (if not a little sarcastic), J2EE is overkill
for some web applications, especially if you are creating your own personal
web site for the experience of working in JSP's, which is what I am
assuming
you are doing.
A while back, someone mentioned FreeTDS to me. You may want to check out
their web site and see if they have a JDBC driver for Access. Also, if you
are creating your own personal web site for the experience of working in
JSP's, check into using one of the many free database's out on the net that
also come with their own JDBC drivers. I can't recall the names right off
the top of my head, but I suspect that other people on this site will know
what I am referring to and will respond in kind.
After you complete your project, make sure that you list ALL the skill sets
you've learned on your resume, including the names/types of the JDBC
drivers
and Database that you used.

1) Deciding that JSP and JSP alone is all you'll use is typically a Bad
Idea. The existence of JSP implies an array of resources. Use them. (And
yes, I've made this mistake myself.)
2) Access is a stupid, stupid, stupid idea for any kind of reliable
database. In addition, the JDBC drivers for it tend to.. um... suck.
You should really look at using J2EE the way it's meant to be used. This
kind of "I'll port straight from ASP!" approach gives JSP - and you - a bad
reputation, undeservedly.
