Let me correct myself it is one of the Oracle files
but not tnsnames.
You have to restart Oracle for it take effect.
Also if you increase the cache size I think
that increases the speed.
This is only a trouble shoot because possibilities
can be endless
although I did come across a similar problem
before.
Also it may be worth having a look at ext proc
agent server which allows you to hook
c DLLs
