Yes and no.

freeMemory returns the amount of Free memory in the VM, not in the hardware
system! The amount of Free memory is dependend on the total amount of memory
that is allocated by the VM (which can change during the running of an app.

You can use the -Xms and -Xmx parameters to specify min and max values for a
certain application
