As far as I've seen, the problem can be reproduced with the set of german core pages from the trunk. At least I could reproduce it with these under two completely different environments. I didn't have a look at the tests and have never run them, but I guess they're working with a bunch of test pages. Would it be hard to modify them towards using the german core pages? As I wrote, it isn't neccessary that *only* these pages are used; additional pages didn't prevent the error from appearing. Generally I'm not surprised that the current tests don't detect this error.
