Sectional Editing: selecting last chapter gives you whole document if TOC
present in page

If you use Sectional Editing (SE) and you select the last chapter/paragraph on
a page, you get the whole page instead of just the last chapter/paragraph.
After some additional experiments I found out that this only happens if there
is a Table Of Contents (TOC) on the page.
On alpha-22 (where SE still works for IE6) this is true for both IE6 and FF3.
On alpha-29 (where SE does not work for IE6) this is true for FF3.
