I realize the consequences of using /tmp as the first place to store pages.
But my assumption is that after you deploy JSPWiki, you run the Installer.jsp 
to customize the pageDir to a more persistent directory.
Maybe I completely misunderstood the problem/requirement here, but I think it's 
a step forward.

Jens, can you describe a bit more what exactly the problem is, and also if the 
provided fix is helping you ?
