Or - as a funny thought - the API package could be managed outside Apache (e.g.
under the org.jspwiki-hierarchy). This is not unprecedented; Apache has on
several occasions provided reference implementations to JCP packages, where the
API classes are not maintained by Apache (though quite often it is the exact
same people).
