I added a jsp @page header to German Main.txt and added jsp extension, then loaded directly Main.txt.jsp, same problem. Copied Main.txt.jsp into another context, problem was gone, umlauts displayed correctly. Back to JSPWiki context, in web.xml commented out filter-mapping WikiJSPFilter, problem was gone, umlauts displayed correctly.
