Excellent Juergen, thanks for sticking with us 4+ years until we could get this 
done, even if it ended up you being the one supplying the patch...  :/  It's 
great that we'll be able to get foreign languages running fine with WebLogic.

I'll try to get to this on Sunday unless someone else more knowledgable has 
time to take this over.  We do not have to test this on WebLogic, as you're 
already vouching it works.  I guess the only thing for us is to confirm the 
change works with Tomcat -- I'll try it with the English, German, and (for 
multi-byte char sets) Chinese resource files to confirm Tomcat is still happy 
with this change.  Does the team know anything else I'd have to check?  Also, 
team, if you see any problems offhand with Juergen's patch please let me know.
