Sorry - I might have led you off track. That plugin doesn't do publishing (ie. pushing to a repo and on to maven central) it just helps you to generate maven artifacts from a non-maven project like JTS by grabbing the specified sources. So there was no need for Martin to 'mavenize' the project just to get it to central. For GeoTools, publishing to central would just involve deploying to a feeder repo. The main obstacle is the policy that all dependencies of a project at central should also be at central.
