Never overlook the possibility of ulterior motives :-) E.g.
* I've worked for places (1 did it a lot, 1 occasionally) that
"trolled": they had ads out all the time, just to see who was
available, and for how much.
* Folks sometimes request impossible qualifications when they've
already got a candidate they really want (or a bodyshop with which
they intend to go), but are/feel required to "go through the
motions."
