We've just started hosting a private JVM account with oxxus.net for Tomcat 4. So far, they've been ok. Only caveat is that every time you deploy a new web-app, you have to e-mail them to have the new folder mapped to an AJP connector. They usually respond within a few hours. This doesn't need to be repeated each time you re-deploy. Also, we have shell access and can restart Tomcat whenever we wish.
