I'll have to second Hugh's recommendation. We had just setup a Tomcat Virtual Private Server account with oxxus.net to host a new support system (Jira). I had great difficulty getting Jira to run on their platform. Some of our testing servlets ran/installed fine, but the oxxus support guys have to do some configuration for you everytime you deploy a new WAR file.

After spending more than a week back-and-forth with them, I gave up
and tried rimuhosting based on Hugh's recommendation.  Unlike the
highly customized Tomcat environment with other hosts, you get a
full virtual linux install with root access.  The Tomcat installation
looks just like it would if you installed it yourself on your own
linux box.  Jira ran perfectly after following the (rather detailed)
installation instructions.

Oxxus would be fine for simple servlet hosting, but for more demanding
applications, rimuhosting is a better choice for us.
