Since the session id in the url by its very nature is not/cannot be encrypted really what is the point of doing such a thing?

It's actually quite common (maybe not with JBoss?). I see a lot of recorded scripts from customers and many apps use both initially, until it is know if cookies are supported. Some apps, for whatever reason, continue to use both throughout the appliction.
