I find informational categories and category structures of great use where I encounter them elsewhere. I'd go so far as to recommend that all of the lists you mention be incorporated into a single BB stucture and the archaic mailing list function eliminated so that everything is consolidated and searchable from one friendly point. Focusing the entire community to one place would, I think, reduce the dilution into places like Reddit and StackOverflow. I'd even want Github discussions to be nudged toward the same BB. I despise StackOverflow for their elitist filtering and interposition whose rules and criteria can only be really discerned by observation, pattern recognition and trial and error. I would hope that a good, modern BB system at julialang.org could diminish the use of StackOverflow for Julia.
Finally, I believe that such informational support would significantly enhance the growth of Julia usage. Perhaps it is considered premature for that but the day will come.
