I see.. I had a similar problem at some point, where Pkg suddenly didn't 
know any packages on windows.
What helped was removing the folder and then do:
Pkg.clone("https://github.com/jayschwa/GLFW.jl.git";)
That probably should be reported as an issue on Julia's side...
